The International Organization for Standardization follows a six-stage process for the development of standards:

Proposal stage. The inception of a new standard begins when requests are made by industry associations or consumer groups. The relevant ISO committee evaluates whether a new standard is warranted.
Preparatory stage. A working group is established to craft a preliminary draft of the new standard. Comprising subject matter experts and industry stakeholders, this group refines the draft until it meets satisfaction. Subsequently, the parent committee decides the next course of action.
Committee stage. Optionally, the draft standard undergoes review and commentary by members of the parent committee. Upon achieving consensus regarding the technical content, it proceeds to the subsequent stage.
Inquiry stage. At this juncture, the draft standard is termed a Draft International Standard (DIS) and is circulated to ISO members for feedback and voting. If the DIS garners approval without necessitating technical modifications, it is officially published as a standard. Otherwise, it advances to the approval stage.
Approval stage. The draft standard is elevated to the status of a Final Draft International Standard (FDIS) and presented to ISO members for voting. Their affirmation is crucial for the adoption of the new standard.
Publication stage. Upon approval by ISO members, the FDIS is formally published as an internationally recognized standard.
